Does this mean that instead of being able to take two attributes to a cap of 12 each, that we will be able to take 3 attributes to a cap of 15 each? Because I would really love to be able to take str, dex, and chr all to at least of a cap of 12, but 15 would be even better

They're talking about the category caps (up top) and the individual caps (down below). You can take 3 stats to 15 after the update.
