VNM conversion rates

I'm trying to get a T2 VNM pop (colorful abyssite) for pre-abyssea areas, and I'm currently 0/70 on converting my clear abyssite. I currently have only a clear and a Blue (T3 pop) abyssite in my key items. Did SE make a ninja update to prevent you from upgrading to T2 if you have a T3 already or something? This conversion rate as absolutely terrible.

edit: welp, I guess the rate really is just terrible. 1/90 finally.
