it was never designed for that

We checked with the lead dev about this. It was planned from the beginning, not omitted for technical reasons, to keep the emote text for job emotes in the chat log. Since a few job emotes can be used on other players, if we were to hide the text from the log, there is a possibility it may be used as a means to harass people (just think if sprouts and chocobos are all over your head and you have no idea who is doing it!). To avoid this we decided to hide the job emote as well as the chat log text when the filter is on. We understand that you may not want to use the job emotes in rapid succession, or various emotes in a row, when they're constantly displayed in the log. However, we implemented the current specifications after careful consideration and don't have any plans on changing it.

If that is the case then I see no reason to prevent non-targetable emotes from using the motion command.

And leave only targetable emotes without the motion option.


PS:
Also, can sprouts, bandages and chocobos really be considered harassment? I can't think on a situation where someone would do that for long, and even if they did a bunch of chocobos would never be anywhere near as annoying as having that text appearing every time people tries to use those emotes.

Heck, I'm in Valefor, I invite people to use those emotes on me to "harass" me. I can guarantee you the chat log spam will be 100 times more annoying to everyone in range than the animation showing on me would ever be.
