Allow hiding of the network meter

The network meter's flashing arrow and blinking numbers in the upper right corner of the screen are problematic for people with sensory issues. I have had to use tape or sticky note programs to hide it for the years I've been playing. I believe it would be very quick and easy to develop the option to hide it, whether by removing that UI element, replacing its graphic set with transparent pixels, or drawing a box over that section of the screen.

To be honest with you I never really notice that meter unless my character freezes and then I look up at the meter and see that I'm DCing. It would be a nice idea to move/hide it for some people tho. I know a few people that have issues with the flashing screens of zoning and changing of macro screens that pop up quick so they stopped playing but to all that have this issue Im for it.
