I can't get Red institute card Key Item

I am a lvl 11 whm , I tried to talk Gondebaud in Southern San d'Oria for Trust: San d'Oria Quest , I should get Red institute card key item , but I get "I Gondebaud am an esteemed member of the storied Jeuno Intitute of Magical Studies"

could you help me with that ?
