The Eminent Sacket Stat clarification

OK, I've been wondering this for a while now. The -BP Delay on things like the Glyphic Doublet are for the overall Minute Recast time for Bloodpact: Ward and Rage, right? Then what exactly does the "Blood Pact Recast time II" do?

Blood Pact Recast Time II allows you to go beyond the normal 15 second BP Delay limit. With just standard "Blood Pact Recast -", you cap at 45 seconds for minimum recast timer. With Blood Pact Recast II, you can go beyond that. So with Glyphic Doublet +1 (-2) and Seraphicaller (-5), you can go down to 38 seconds between Blood Pacts.

Also the emininent sachet -3, which is what prompted the thread. Honestly, maybe unless you're in the hardest content in the game atm, I'd say the eminent sachet is the best one.

You forgot the Glyphic Pigaches +1. The NQ only takes off the original timer, but when you reforge them to +1.. Thats an additional -1 to the BP Recast time II.

So we can go down to 37 seconds the most right now.
