What I would do is go on the ISPs website, and see if they have support forums. If so, see if anyone else has posted issues similar to yours, and perhaps a solution can be found there.
actually my ISP found the cause of the issue, there was a datacenter who was causing this issue. so neither square or my ISP was the cause
