One of the problems that plague SMN (as well as several other jobs) is the lack of useful abilities that would get us invited to much of the end-game content. From a programmers point of view there are several easy fixes that could alleviate this problem (such as scaling older bloodpacts to match the new content). But whats on discussion today is the much long awaited introduction of Cait Sith. After viewing the list of bloodpacts most of us can see that this avatar can really go either way. It's either going to help or its not. The easiest format I believe is just to list each bloodpact and give my thoughts.
Regal Scratch : No one expects a whole lot from a lvl 1 rage bloodpact but since this is Cait Siths only physical attack it would be nice to have an additional trait such as 100% Accuracy/Formless Damage/Ignores Defense.
Mewing Lullaby : A light based sleep could come in handy but I do not see it changing much for us. There is not much need for sleeping undead end-game. And as far as delve goes by the time we cast the avatar and ready the ward most WHM/BRD have already slept the target. However I think this ability is fine as is. However this should really be a ward and not a rage.
Eerie Eye : This has the potential to be a game changer depending on what will be susceptible to it. If majority of end-game bosses would be susceptible to this ability I can see SMN becoming a more of a commodity but since I doubt this will happen at least make it a AoE. Once again this should probably be a ward.
Level ? Holy : I assume that this is going to be a "Die Rolled" type of attack. As long as the minimum damage is comparable to Thunderspark I do not see a problem with it.
Raise II : Worthless. Majority of SMN's have a form of raise via their subjob. My only request is that you make this AoE (and be generous with the range). At the very least please make it extremely MP efficient.
Reraise II : Only useful to /rdm who do not want to carry reraise items. Since carrying reraise items is not really that much of a burden I would once again ask this to be made AoE. If made AoE this would become quite useful.
Altana's Favor : I would suggest making this ability Rearisega. Or having the ability extend to an entire alliance and have it be rangeless. The latter however might be too much to ask.
That being said, What about Cait Sith's Favor? The Favor system has pretty much been useless end game. Especially with the fact that the potency is reset each time a bloodpact is preformed. It would be nice to have a favor thats worth it. Perhaps a regain favor?
Final thoughts, SE has teased us for far too long to release a sub-par avatar especially when we are in need of it. The above implementations would in no way make SMN overpowered. We have waited patiently for this please don't dissapoint. Finally an observation instead of my personal feedback. A lot of people are upset at Cait Siths abilities because it would seem that they make the hope of Phoenix being added later on a pipe dream.
