Monster Name: Blanched Mandragora (but it's an issue on everything)
Steps:
Step 1: Summon a spirit with summoning magic skill at cap
Step 2: Use Assault to tell spirit to attack a monster, take not of the time.
Step 3: Wait for spirit to cast a spell and take note of the time (for me this was always 40 seconds give or take 2 for human error)
Step 4: Change gear to increase summoning magic skill drastically (I went from 433 to over 500)
Step 5: Repeat steps 1 through 3. The delay between casts will be the same.
The cast/recast timer for spirit AI seems to be broken. I cannot get spirits to cast any faster or slower than every 40 seconds regardless of how much Summoning skill I equip. Glyphic spats also seem to be doing nothing for recast time.
ffxiclopedia.org lists the formula for Spirits' casting time in seconds as: Casting Time = 48 + ((Summoning skill at current level - current summoning skill) / 3)
Based on this with 500 summoning skill at level 99 my cast time should be 48 + Floor((417 - 500)/3) = 21 seconds.
I had my friend test as well, her spirits would only cast every 68 seconds regardless of what gear she equipped.
