Not Getting Sword Skill bonus on Eminent Scimitar

I get the Parrying skill Bonus which goes from 373 (without) to 588 when Equipped, but my sword skill stays at 447 and the Scimitar is supposed to grant a 215 sword skill bonus as well, which should put my skill at 662, but it stays at 447.

I do have maxed sword skill merits (8), I lowered it one point to see if being at the cap was interfering with getting the bonus, but it didn't so I raised it back up again.

Working as intended, it's not true skill, it's some stupid fake skill thing they implemented.

It's so you can't use Vorpal Blade with 10 skill.
