The RoE quest clearly states "Spoils (Seals) [Limited-time Challenge] Obtain the requisite number of either beastmen's seals of kindred's seals as a reward from battle"
Have had several kindred's seals drop (more than enough to complete the challenge at least once) but only the one beastmen's seal that dropped counted so it has remained at 1/5.
