I heard that we can get gear from the RoE npc, so far I only see tomes and weapons from the guy in Bastok. Is there another vendor that sells the armor types for 1-50?

3000 point items are the armor, and 7000 point items are the weapons.
Sorry, just saw the under level 50 part. Some of that is from completing the region 10 kill quests. Weapons were lacking from Grounds of Valor and Fields of Valor, so they added weapons to the NPC for Eminence.
