Trust system and the npcs

Recently started the game and I am fairly new to it. I have a question regarding the trust system and the npcs I can recruit. I started out in Bastok and was able to get naji for my first npc. The dialog lead me to believe I can acquire the other 2 in the other main cities. I went to Sandoria and talked to Gondebaud but he doesn't initiate a quest to get more npcs. I am currently level 21, so when can I get the other 2 npcs to join my party?

Check your quest log, it sounds like you may not have actually completed the quest if the other NPCs aren't talking to you. For the first time, you need to go out and summon it in one of the zones it mentions and then go back and talk to the NPC which will complete the quest. Then you should be able to talk to the other nations.

Bless your heart I think I over glanced the actual quest when looking for it. Turns out like you mentioned I was to go back to the original quest giver rather than straight to Sandoria.
