NPC bugged: Ludwig - Mhaura (H-9)

The Map Dealer, Ludwig, in Mhaura at position (H-9) is supposed to sell maps for Li'telor region, and Bibiki Bay. However I do not own either of those maps and Ludwig is not offering them to me.

Steps:
1. I checked Ludwig for maps to purchase, he had none available to me.
2. I checked Magical Maps Key Items, and I do not have Li'telor or Bibiki Bay maps.
3. I ran to Li'telor and Bibiki Bay, and typed "/map" and could not see the map of the areas.
