What does;

I assume it means, Double the rate of skill up?

Is this the correct understanding of said event?

The rate of increase for synthesis skills will be doubled during these recurring events!

GMT : 3:00 a.m. to 5:00 a.m. / 11:00 p.m. to 1:00 p.m. / 8:00 p.m. to 10:00 p.m.

None of those match up.

It's 8 hours away PST > GMT
