#!. Lower the cost of upgrading an R/M/E from 300 items to 5, and make the 5 needed direct drops in both the new BCNMs or Delve, and make it so that any amount between 1 and 5 can drop, or make them upgradeable via translurry.
#2. Make the AF1 upgrade difficulty on par with that of Geomancer and Rune Fencer AF, (you could even make the requirements for all the jobs exactly the same as it was for either of those and no one would care, simply cut and paste the requirements).
#3. Make it so conquest points are given out from GOV and FOV completion as it would be from killing single mobs, so newer people have readier access to all that great conquest gear that's rusting in the nation warehouses.
#4. Give the Magian trialed weapons, (the elemental, and multi-hit paths), the same item level, and skill level as the bayld weapons.
#5. Give the WOE weapons the same item level and skill levels as the non-boss delve weapons.
#6. Upgrade the Empy +2 armor so it is on par with skirmish armor, (Empy +2 took a lot more work and dedication to make than skirmish armor takes to get, and as such it should still be relevant)
Those are the easy things you can do to keep the people in the game right now, there's a lot of people who are gone and will never come back, you need to start focusing on what you can do to keep the players you still have, and from everything I've read in these forums you provided us for feedback, delve and skirmish are not the answer you are looking for as quite a few are bored with it, some hate it, and there are more than a few who can't get an invite to it.
You need to do a server merge, the sooner the better. FFXI is losing people on a daily basis because there aren't enough people left on servers to do anything together, and they don't want to pay a subscription price to stand around doing nothing.

I think this might be a a bit... too little.
While I don't enjoy Delve... and I think the demand on the REM owners to do Delve when the whole point of updating them was to regain the ability to not do Delve and have access to the best weapon... (you don't have to do VW to have a 99 Relic or Mythic, do you?)
If they were to add to the drop tables of the appropriate NMs... I think the 300 requirement wouldn't be so bad.
Let's use Relics and Dynamis as an example:
Add the 1 pluton (is that it? i can't keep the three gibberish names straight...) to the drop table for all Dynamis mobs. (as is in, make them drop about the same as relic weap/gear from the normal mobs)
Add the cases to certain "medium sized" NMs... Probably the timed and lotter spawn NMs.
And add the boxes to the pop NMs.
(I might have switched whichever gives more... cases or boxes... they're synonyms!)
And then no one with a Relic has to do Delve.
Which after they are done, will let them get IN to Delve... which was the whole problem people were having to begin with... Err... DDs anyways.
AND this solves the problem of wasting time getting the items you don't need.
Need Relic items? Go farm dynamis.
Need Empy? Go get abyssea and VW NMs.
Need Mythic? Get those ToAU NMs dead! (can even streamline a lot here... like: you need the Beastmen leaders dead for the Mythic forging... why not let them drop a box/case of 119 item?)

I am... not sure what you mean by this? Please expand more on this.

I don't know if it's all that NEEDED, per se.... buuuuut... it's a really intriguing idea.

Some of them, like the elemental staves keep up the dmg or whathaveyou even w/o iLv...
Sure it means Mages are "gimped" when it comes to soloing in Adoulin....
But... we've stockholmed that now... >_>
However... you also have to remember... if they did this.... do you want another 300 item grab?

They were cute little toys... but they were never the same as a 113/115 weapon is to a 119.
The most you could hope for would be adding X00 of the empy 119 item to make your coin weapons 106... if even that high.
They were always intended to be janky little playthings... And now they reeeeeeeeally are.
No one ever shouted or even let in Coin weapons in place of REMs... because there was never a comparison.
And all the people I know who ever started a coin weapon... halfway through they always said "fuck it, I'm halfway to an empy... might as well just make something good."
Because for little over half... (I wanna say it's just the last 8ish trials... idr) it's identical to building an empy.
I realize some people lost their gimped weapons... because they got turned into what they really are... and always have been.
And you put in half the work of an empy and then a little/lot less work to make that base a coin weapon...
But...
They were never anything more than those crappy relic WS weapons: It lets you use the WS... It's not a top weapon. And never has been.

This is actually happening. Both the Relics and Empy sets will be given a similar upgrade to the AF1... no clue if the "+3" will make it 109... but it sounds like Matsui wants to make all 3 AF sets... 119.

Forcing Delve for the REM update was a huge mistake... one that... is possibly changing?
Again, it's hard to tell what the upcoming change will be... but apparently the REM update items will drop from more places...
Let's just hope that is better than their drops in WKRs.

But I think they're waiting for "winter break" to gauge what the "true" server sizes are...
Or at least that's what I believe they are waiting on...

Make the AF1 upgrade difficulty on par with that of Geomancer and Rune Fencer AF, (you could even make the requirements for all the jobs exactly the same as it was for either of those and no one would care, simply cut and paste the requirements).I originally assumed you meant make quests for each RF piece like they had for the RUN/GEO AF pieces, which would be impossible for them to do in a short time since you are talking about 40~100 new quests they would have to make with stories, quests, battles, NMs, and so on, all to each specific job, as well as an Adoulin tie in and new NPCs to fit with the story most likely.

Those are the easy things you can do to keep the people in the game right now, there's a lot of people who are gone and will never come back, you need to start focusing on what you can do to keep the players you still have, and from everything I've read in these forums you provided us for feedback, delve and skirmish are not the answer you are looking for as quite a few are bored with it, some hate it, and there are more than a few who can't get an invite to it.Really the invite thing is a community issue, people not liking Delve I will never understand till someone explains to me how it is bad compared to any other content this game has ever released, and Delve/Skirmish may not be the perfect solution, but they are trying to give us monthly updates, they can not build an entire new event with areas and such to follow all in such a short time, they are using those places to give us upgrades to what we already had, through areas we already had, and none of us would care had it been sooner, the only issue is we have had 2(?) months of Yorcia Skirmish and I think around 6(?) months of Delve, we spammed the hell out of it, of course we don't want to do it a ton more, but that is a speed issue as well.

The main thing I wish they would implement is a way to farm plasm solo. Even if it's slow, it at least needs to be do-able. I'm not an elitist and therefore can't get an invitation to farm any. I lucked my way into a Tojil win and now just need the plasm to get my oatixur so maybe I WILL be invited to farm more.

If I may add in something unrelated to the update but that I've wanted for years... How about finally making Ores, Logs, Webs/Cocoons, Hides etc. all stackable?
It'd certainly make the Mog Garden a helluva lot more friendly inventory-wise... not to mention Walk of Echoes and Void Watch and however many other events I can't think of atm that drops this semi-useful loot that just gets tossed/NPCed due to low inventory.

Would be nice if all the NMs in the magian trials for WoE and empry would have their respawns lowered. While I farm walk off and on, sometimes its easier for me to camp these mobs every 5 min and afk to do work inbetween. Yet, it gets dumb after awhile, on one now for 5 hrs, thats just dumb. I could see 1 hour for reset and 1 hr off ph killing as acceptable times. These nms arent a challenge, its annoying to waste so much time, especially after lowering the first few already.

I have my own list of simple, but major "tweaks" to think about as well:
#1 Weakness timer - 5 minutes is entirely too long in 2013. FF14's is 1 minute. I think 2 minutes is reasonable for FF11.
#2 Allow the warp spell to be used by all jobs. Toss in a repetration spell too. Have it cost gil, bayld, conquest points, imperial standing, allied notes, moblin marbles, cruor, meeble marks, delve whatevers.
#3 Double the base skillup rate across the board.
That's really my short list of simple but major suggestions :) Really, the emphasis on new content in FFXI is all post-level 99 stuff, with so much gear to acquire, why not make the journey a little less frustrating to get there?

I lucked my way into a Tojil win and now just need the plasm to get my oatixur so maybe I WILL be invited to farm more.Its horrible, but you can farm Delve NM pops for Plasm, also can join people doing NMs for RME items possibly for more if they will invite you, can just help out and maybe even get beads to use for Plasm or runs of your own for other wins or just more Plasm from Tojil.

#1 No, your doing relevant content to have a weapon that is at the top of the totem pole. I don't think these items should drop from anything but delve NM's since after all the point is to have a weapon to do delve with.. placing these items on NMs that are easy to kill and are irellevant to Item level is pointless and only proves to degrade the value and hard work people put into making these weapons.
everything else doesn't really effect me.... don't make RME easy mode on the most current final upgrade...

Except that logic is horribly flawed because making a 99 Relic or 99 Mythic didn't require you to go anywhere near the 99 content of the game.
eg: VW and Abyssea.
Only 99 Empys required VW and Abyssea... because that's what they were tied to.
99ing a Relic required Dynamis.
99ing a Mythic required ToAU stuff.
By doing it that way, it gave more people the ability to enter the "relevant content" of the time (which was VW) without demanding the content that they wanted to enter to begin with.
And that's why I feel requiring Delve to 119 the REMs was the exact opposite of what 119ing the REMs was supposed to do: let more people into Delve.
Had they updated relevant drop tables, more people could attain their 119 REMs and thus, more people could participate in the "relevant content" of the time.
Had they made the specifics drop from relevant areas/events; prices for plutons wouldn't be outrageous. people wouldn't be camping the instanced Delve NMs 24/7. AND MORE PEOPLE COULD PARTICIPATE TOGETHER.

This would make a lot of people happy, add a Magian Moogle to the Adoulin areas then have a 2-3 trials: Trial 1 to item level 100, Trial 2 to 106, Trial 3 109-112 (making trial items equivalent to the current Bayld gear available)
