Steps:
Detailed steps on how the issue occurred.
Step 1: Equip Enhancing Magic Gear.
Step 2: Cast any Enspell II spell on yourself.
Step 3: Attack any monster you choose.
Step 4: Witness your Enspell damage.
Step 5: Take off all Enhancing Magic Gear.
Step 6: Attack any monster you choose.
Step 7: Witness your damage has went down, despite not recasting the spell upon yourself in order to reset the potency.

Tier II damage is calculated each hit (since it increases by 1 damage per hit) so swapping gear will change this value. Tier I doesn't, since the damage value is constant, it is determined at time of casting.

This is probably intended.

I know why it works that way and how it works, doesn't make it any less broken, it makes the spells suck by compare to their Tier I version.

Just because it doesn't work how you want it to doesn't make it broken. It was intentionally designed this way back at 75 cap when RDM was already an extremely powerful solo job. RDM was given Enspell II and Shield Mastery to foster more of a Sword+Shield play rather than Dual Wield. Use Enspell1 for Dual Wield and Enspell2 for Sword+Shield.
