Campaign Operations are down on Odin

I went to do some Campaign Ops this morning, talked to Emhi Tchaoryo, but she won't offer me any operations from several of the categories:

Supply Transport
Defensive Operations
Intel Gathering
Military Training
---
In Resource Procurement, I have:
Stock and Awe I & II
Material Storm I-IV
Search and Seizure I

In Security I have:
Streetsweeper I-III
Steel Resolve I

In Supply Manufacture I have:
Crystal Fist I
Iron Anvil I

In Offensive operations I have:
Smokescreen I-IV
Pit Spider I

I have the Dawnlight Medal. Did something happen to these ops? or is it just because Windurst only has Windurst Waters [S]?

I went back and I had full access again. It resolved itself, but it might be a good thing to look into/get an explanation for ^^
