Unable to access the quest "Fertile Ground"

According to everything I've read, I have the required fame to access this quest in Rala Waterways. Potential quests that could conflict with this (mentioned was "Keep Your Bloomers On, Erisa") are already finished. I currently have Rank 5 fame and the only active quests that are still open are in Morimar Basalt Fields. Nothing I've done will allow Chalvava to grant me the start of this quest for some reason.
