I downloaded the client, installed it, moved the ffxi folders' files to the correct place, I get in, I press accept, It loads and i get the error "Expansion pack data has not been installed"
Anyone know of a solution to this?

Is this for the regular game client or the test server? I guess it's throwing me off when you say you moved files to the correct place.

In any case, if this is the regular game client someone posted an issue a bit back about an issue like yours when they downloaded the new expansion and tried to install it.
If I remember right, the problem seemed to stem from the way the expansion tried to install. It seemed like when you try to install the expansion it would also try to install the playonline viewer as well and this caused the issues.
You can see how they resolved the issue here: http://forum.square-enix.com/ffxi/threads/31616-Expansion-pack-data-has-not-been-installed-a-solution-for-the-Square-Enix-EU-shop-DL
If this has to do with the test server, something has likely messed with either the FFXI.dll or FFXImain.dll files. In any case doing a file check on the test server should fix that issue. Otherwise you might need to uninstall the test client and repeat the install steps.

It's on the test server. Also, I did file checks on the test server and the play online viewer. It didn't find anything wrong.
