Anyone notice there are very few VW shouts now. Is all delve plasma farming for the most part. Was trying to get plates to upgrade empyrean in anticipation for the 99 update but there are so few shouts. If you try to make one it takes forever to fill due to lack of interest.

Good, its not just me then. I was slowly progressing along (didn't want to do any fights I couldn't pop myself). Just needed Pil to finish T3 Jeuno, and now nothing. Guess thats why I hid myself in basement of Crawlers Nest doing yet another magian weapon.

Voidwatch was always kind of a dead scene on Phoenix in general though.

What do you mean "kind of"? lol
Voidwatch is dead as a doornail, everyone ran for Delve, leaving Voidwatch to rot.

a lot of people dropped their emp weapon efforts, as they're not aware that anything is going to be done to upgrade them.

I noticed this too. I recently came back to game two weeks ago after cancelling my acct 2yrs ago. Been trying to catch up with everything but VW progress shouts are rare...same with salvage and nyzul :/ My characters pretty much are Abyssea AF geared, and stepping from that to Adoulin content is gonna be somewhat interesting..

You know, you can solve the lack of interest problem by shouting for clears. There are plenty of people who still want to do VW because it has it's own share of nice stuff to own. You probably don't want to redo that long list of clears, but the more people you help get clears, the more bodies you'll likely have to say yes to come to whatever it is you want to kill. You might even form a static group in the process. Oh the horror.

Food for thought!

Utopian and wishful, but not the reality.

This has already somewhat happened, but like someone mentioned above, utopian and wishful. I've helped form alliances for clears, and sometimes have had to wait 3+ hours to get the ally decently filled..and that's just waiting.

I've seen similar things happen with Neo Nyzul shouts: the shouter will spam Jeuno for upwards 2 hours just to fill a party of SIX. Shame too, because I never really got to do this content, and now it's all "dated" by Adoulin standards lol

Or maybe you're just on the wrong server. Others from Phoenix have said that shouts are rare or non existent. Meanwhile on Shiva there is at least a shout for at least the Jeuno n starter towns each night. Used to have a lack of shouts for the starters n tier 1-3 for Jeuno but now there is just a lack of shouts for the other three lines.

I don't need clears the only thing I need is T3 zilarts for plates but these died off and only 99 weapons will be updated so a lot of people are going to be surprised when their 90 empyrean is still bad.

It actually won't be as "interesting" as you think. AF3 is still very solid gear. You'll be just fine.

Suggestion:
In the short term-
Change what determines heavy metal plate drop likelihood from being based on procs to being based on treasure hunter. Allow those who are working on trials to get Empyreans to level 95 to form smallish statics of 6-8 people, who if geared with SoA equipment, should be able to land a handful of procs for making the battle easier, and let a thief do their thing for increasing HMP drop rate.

6-12 months from now-
Revamp VW. Not a complete overhaul, but re-evaluate the quantity of weakness triggers (again). This content has already slowed down on my server to the point where I personally go several days without seeing a single VW shout anymore. It should (in my opinion) be content that six people should be able to progress through up until maybe the upper tiers.

I think it has more to do with the requirements to get them to 99. Why spend all that money and effort to get a weapon to 99 when it is still outclassed by a weapon that can be farmed in a few hours?
