I was really looking forward to getting another exp ring this year, and I had initially thought early May was the usual time period in which we obtained them...but where could they be?

May 16th is the actual anniversary date. Given that they've already said Bonanza sales start then, and rewards (like an exp ring) were added in the 4/29 update, just expect things to start the 16th Japan time.
