Oynos Knife Additional Effect

Have been fighting several mobs while farming and knife has yet to trigger its "Additional Effect: Haste" even once. DNC/nin w/ no sambas or en- effects that could be taking priority over the knife's own trigger.

Steps:
1. Attacking several different monsters farming items for quest and synthesis.
2. Using Fan Dance to mitigate damage (no samba effects active)
3. Still have yet to once receive "Additional Effect: Haste" activation on Oynos Knife weapon.
