Graphic bug

Not sure if its just me or the game, On Bahamut server the Pioneer's coalition has been upgraded with the Flag. When you Homepoint or Waypoint into the area next to the Pioneer's coalition building you can see the upgraded for a split second, A second floor with 3 front windows two smoke stacks and 2 blue flags on the corners. After a few seconds it disappears, you can run away and come back go inside the building and come back out it won't show up again unless you change zones and come back you see it and only it's visible for a few seconds again. I've messed with my graphic settings a little and same thing happens. Asked a friend who is running a way better PC then me and he said hes never seen the addition to the building (could be hes just not paying much attention).

Building's default state shows a fully upgraded building. Takes the game client a couple tics to receive the current state of it from the server after porting over.

Buildings look fully upgraded from a distance also

As i said earlier building was upgraded with Flags which do show up for that split second. No it doesn't look fully upgraded from a distance for me looks like the default level 0 building with no upgrades up close and far away. I even ran around the city to see if it was like the Abyssea maw glitch when it doesn't show on your screen you just move out of visual range then walk back and its there.
