Anyone know directions to face on Cardinal Chant?
Or what exactly does facing a specific direction do?

If I would have to make a guess I would say it would likely align with the synthasis directional chart assuming the directions listed there are the accurate elemental<->direction
If memory serves from my crafting days they are...
North = Dark
North East = Light
East = Ice
South East = Wind
South = Earth
South West = Lightning
West = Water
North West = Fire
Testing of course needs to be done. SE said something briefly about having to have the mob in a certain area which I would assume would mean if you want to use fire you should have the mob NW of you (assuming the chart is correct), but it could also be that you have to be nw of the mob or that you simply need to be facing nw.
This will take quite some testing. Reguardless it leads to one thing...strategic play!!!

Your position to the target:
North of target: Magic Attack Bonus
South of target: Magic Accuracy Bonus
East of target: Recast Time Reduction
West of target: Increase Magical Crit Rate
I haven't seen anything on what way your toon is facing, just what direction the spell is cast/lands on the target

How accurate does this have to be if you know? Like... would I be able to sit NE of the target and get a medium Recast and MAB bonus or simply 0 on both?

The good folks at BG have done some testing with cardinal chant. There is also some excellent information there on the use and potency of GEO's magic defense down and magic attack bonus spells:

Interesting post. I'm going to have to get used to casting West for that MAB.

Yep, I especially like the discovery that the bonus isn't straight up one of the four, depending on how close you are to pure N/E/S/W. In other words, the effect grades and combines as you're positioned between directions. For example, moving toward the south of the mob from the west, you'd gradually lose MAB and gain some magic critical hit rate.
Also, they've made it clear I believe that the direction your character is facing doesn't matter. It's where you're positioned relative to the mob. So if you are due west of the mob, you'll get the MAB regardless of how your character is turned.
