Area and Coordinates: Any area with targets capable of sustaining 1,500 or more damage. Areas around Jeuno or any area higher than that all work.
Party or Solo: Solo and Party both experience the issue
Monster Name: Anything
Steps:

Barbed Crescent
1) Go to your zone of choice.
2) Cast Barbed Crescent on a monster that will survive the damage done.
3) Wait two minutes, the maximum time that Barbed Crescent's Accuracy Down lasts. Often, nearly 100% of the time, the effect will not land at all. Repeat multiple times as necessary.

Tourbillion
1) Go to your zone of choice.
2) Use the job ability "Unbridled Learning".
3) Cast Tourbillion on a monster that will survive the damage done.
3) Wait two to three minutes, the maximum time that Tourbillion's Defense Down lasts. Often, nearly 100% of the time, the effect will not land at all. Repeat multiple times as necessary.

Hecatomb Wave
1) Go to your zone of choice.
2) Cast Hecatomb on one of the monsters in the area and wait for about 3 minutes, which is likely the maximum duration of Hecatomb Wave's Blind effect. If the Blind effect does not wear off, it did not land. This will happen almost 100% of the time.
4) Set your support job to Black Mage and repeat step 1.
5) Use Elemental Seal and cast Hecatomb Wave. While accuracy should be capped many, many times on these monsters, Elemental Seal would ensure the Blind to stick almost no matter what. You will notice that the Blind effect will still have a chance to not land with Elemental Seal, denoting a severe accuracy problem.

Sandspin
1) Go to your zone of choice.
2) Cast Sandspin on one of the monsters in the area and wait for about 3 minutes, which is likely the maximum duration of Sandspin's Accuracy Down effect. If the Blind effect does not wear off, it did not land. This will happen almost 100% of the time.
4) Set your support job to Black Mage and repeat step 1.
5) Use Elemental Seal and cast Sandspin. While accuracy should be capped many, many times on these monsters, Elemental Seal would ensure the Accuracy Down to stick almost no matter what. You will notice that the Accuracy Down effect will still have a chance to not land with Elemental Seal, denoting a severe accuracy problem.

Tachi: Ageha
1) Go to your zone of choice.
2) Use the job ability "Meditate".
3) Upon reaching 100TP, use the weaponskill "Tachi: Ageha" on a monster in the area.
3) Wait two to three minutes. Often, nearly 100% of the time, the Defense Down effect will not show an effect wears off message, denoting that the effect has not land at all. Repeat multiple times as necessary.



These things are fixed and have been so on the test server for ages, why has this not been translated to the retail servers in atleast 18 months?

I want to say Shock Spikes may need to be looked at. No matter what mob I fight, Shock Spikes seems to be a 1-2% proc rate on Stun, not sure if this is normal, seems like a bad acc issue commensurate with what BLU and SAM suffer from. Seems unusual that stun's proc would be so low on shock spikes considering how often Paralyze procs with Ice Spikes. I fought over 4000 mobs today unlocking Gungnir trials and had shockspikes aftermath up the whole time, stun never proc'd.

Its because it gives you normal standard Shock Spikes, which have a very very low stun rate, using them on RDM I hardly ever see them actually stun a mob, which is why Ice Spikes are superior to Shock at all times unless the mob has something special against Ice.
