Expansion Pack Data not installed?

So I finally got the expansion downloaded, did the usual install hit finish, registered expansion pack on Account site, and logged into the game updated, but it tells me

"Expansion pack data not installed, I'll be unable to access new areas"

Is that normal?..

Now I'm thinking is this because I play through steam and downloaded the expansion through the store? I'm so confused..

From start to finish why is dealing with XI downloads more complicated than doing my taxes? I'm not sure if I'm either totally set for Tmr. or not at all..
I would think the <Seekers> button on login wouldn't be greyed out?

Even If I play the game, bought the download, and installed it all I had to buy through steam or buy the new Ultimate collection? Why is this so confusing...
