Installed the game, get names, shadows and spell animations, but no characters, npcs, avatars, hell, even no FoV books...

Likely the established Issues with Drivers/DirectX in the newer Windows environment and legacy DirectX games (pre DX10). Try toggling the new graphics stabilization option they added recently to see if it helps. If not, try lowering graphics detail oriented settings (shadows settings and such)--that has seemed to work for some in the past.
Hard for anyone to offer any more specific advice without system details.
