Roundsey Wand Not Working

I leveled a mule to 30 to get Dancer job and to be able to use the Roundsey Wand and I can't get it to work. When I use it the load goes real fast then nothing. Anyone know what the problem is?
Am grateful for any suggestions.

According to the wiki, the Rounsey Wand requires you have visited the Chocobo Circuit at least once with that character.
