If its going to be released on steam will it be sold as a single expansion or will SE make us re-buy the whole game again with it included?

None of the other expansions are there for download/purchase, so i doubt this one will be. Though, you can bet there will be a "Final Fantasy XI : Seekers of Adoulin Edition."

This is because all of the expansions were already present when it was released on Steam, and also because buying the individual expansions didn't make sense when buying the game on steam gives you everything already in the first place. Steam isn't in the buisness of selling you serial keys to NOT use with steam, so it makes no sense for them to offer the old expansions singly without buying the game that already includes them all.

It is highly likely that they will offer the expansion as a DLC on Steam, since steam doesn't normally let you buy extra full copies of a game for your own account unless you buy a multi-pack for games which offer it- they would have to offer the expansion standalone for all existing steam owners of the game.

I would really like a steam (or similar) release of SoA as well. That would also solve the problem where after a few months, the expansion pack is nowhere to be found in physical stores.

You should be able to buy the PC digital Download and apply that to your Steam install. You'll need to enter the code to your SE account on SE's website so it shouldn't be an issue.
