On the destrier beret it says it works up to level 30, is that job level or character level?

You haven't heard of the hidden character level?! It's been around for ages! It governs everything from TH proc rate to VW drop rates, even the potency of your crafting bonus you get from facing the right direction! :D (I prefer North, it's my favorite direction. ;)) .....But seriously, yeah, it's job level. :)
