A new feature was added called video stabilization. This new setting might need enabled. Perhaps it was defaulted on in previous versions but caused instability in some systems so they added separate configuration option for it. In any case you should investigate this new FFXI setting and test what it really does.
Here are some other issues that might cause this. I got the error when loading FFXI with non-standard screen modes. It also happened when shifting from the system resolution to a different game resolution in full screen.
I hope this helps. Laters.

We do apologize for the problems you are having with the game. The startup issue you are experiencing could be caused by a video card or display related problem. When you encounter a video card or display related problem, please check to make sure of the following:
1. You have a compatible video card, check system requirements on the game packaging or www.playonline.com
2. You have the latest video drivers in the correct language and for the correct operating system.
2a. nVidia - http://www.nvidia.com
2b. ATI - http://www.ati.com
3. You have the most recent Windows updates. These can be downloaded automatically by opening the Windows Update tool from your Start menu.
If none of these fixes resolve your issue, please reply back to the thread with your DirectX Diagnostic so that we may look into this issue further.
Failing that, please feel free to contact our support center by opening a ticket here: Http://support.na.square-enix.com
