Salvage restriction not lifted after using cell (original Salvage)

Hi, I experienced a very unusual issue in Salvage last night to where I used a Stratus Cell to remove legs/feet armor restriction and the restriction wasn't actually removed until nearly 10 minutes later. I confirmed that the item was indeed consumed in the log and not interrupted, and it was no longer in my inventory.

After changing floors and progressing through, eventually I was somehow able to equip leg and feet armor without obtaining or using another cell.

Wondering if anyone else has experienced this issue.

People are reporting the game being very slow to update the client with movement speed changes when gear is changed, and there are issues with the new Salvage unlocks being very slow in taking effect. It seems to be some kind of global problem with updating client-side status.
