I stopped playing FFXI this past February and just reactivated this morning.

When I went in-game I noticed that when pressing L2/R2 once, it keeps the Macro bar open all the time instead of only keeping it open while the button is held, you then have to press the cancel button or press the Macro Bar button again to get rid of it.

It never use to be this way, and shouldn't be this way now... Is this a bug, a new "feature", or what?

Also, pressing CTRL/ALT on the keyboard functions how the controller use to function... except it has a 1-2 seconds delay before the macro bar shows up.

It is a setting within the in-game configuration menus.
It is how I use my dual-shock, so I know this to be true!

Unsure about anything keyboard related.
Sorry about that; but hope this helps.

Any idea where this setting is, exactly?

I've looked everywhere and can't find anything for it. :/

I was playing since long before February and it was always that way for me; the macro bar always stayed open for me till I hit the L2/R2 button again.

For me, the macro bar stays open until i press L1/R1 again, or until I select a macro with the confirm button.

I'm fine with how it works for me.

Actually, this has been the way the controller functions with it since day 1, so I don't know what game you have been playing. I don't believe there's any way of changing this option, but I don't understand why you would want to. It makes more sense for the controller to be like this because of how much slower you can hit macros on a controller. If I want to hit CTRL5 macro, for example, I have to scroll over 4 spaces from the CTRL1 macro, whereas on the keyboard I just have to hit CTRL5 and it'll fire immediately.
