I've read a few post in regards to this and I'm not getting a whole lot of information on this. I've recently just started up again and loaded the Wings of the Goddess xbox version disk to my xbox. I've done this in the past but on an older xbox. The game downloads fine but i'm unable to access the WofG content and get the Expansion not downloaded error before I select my character.
People have claimed to figure it out but don't say what they have done. I logged into my account and show that I have it registered as of 2009.
I reinstalled the game thinking it didn't install right, and still I am unable to access the WofG content. Such as Dancer job, going to the past, ect.
By any chance has anybody experienced this and can give some advice?
Thank you!

There are two things which may cause an error like this. One would be if you have only the Base game and Wings of the Goddess installed. This would make it so that you were missing many of the other pieces of the game (Treasures, Rise & Chains) which could cause a lack of data (making it not possible to download the more recent add-ons too). If you have the Ultimate collection or at least the Vana'diel Collection which included Wings of the Goddess installed then there may be another issue. The second thing which could be causing this would be if you have it installed but have somehow not registered it to your Square Enix Account, meaning you could access this content if it were registered. You can check this out by logging into the Square Enix Account Management System (https://secure.square-enix.com), clicking on Select Service, then PlayOnline/FINAL FANTASY XI, and selecting Options List on the account you're logging in to, then scrolling to the bottom of the page where it will list the expansions you have on the account. If Wings of the Goddess is not there then you'll probably have to buy a newer version of the game and add the registration code to the account (which can be around $20 including all the newest expansions).

The disc I'm using on xbox is Final Fantasy XI Wings of The Goddess Expansion Pack. It installs exerything but Wings of the Goddess. And when I look up my account information on Square Enix it shows that I have registered the Wings of the Goddess as of Jan. 2009.

ummm.....I may be mistaken when it comes to the XB360, but that would just be installing the WotG expansion, and not ZM, COP, TAU--some of which is required to support WotG. At least, that is the case for the PC expansion packs that I've bought in the past (never played it on a console). Now, if you have a collection, then it should be installing other stuff....but as you stated, you have an expansion pack, which (since RotZ) have usually required previous packages to be installed as they reuse some of the assets from previous expansions.
In other words, it is likely actually installing the data from the WotG expansion pack--but you are missing the foundation needed to actually run it since you don't have the other prerequisites installed.
Edit:
From the installation manual for my WotG (PC) expansion pack:
PlayOnline, FINAL FANTASY XI, FINAL FANTASY XI: Rise of the Zilart, FINAL FANTASY XI: Chains of Promathia, and FINAL FANTASY XI: Treasures of Aht Urhgan must be installed before you install FINAL FANTASY: Wings of the Goddess.

On the screen when I choose my character, the following expansions are highlighted: Rise of the Zilart, Chains of Promathia, and Treasures of Aht Urhgan. These work fine.
I've played the Wings of the Goddess portion back in 2009 before I quit playing. I am now playing again but on a newer xbox and have now installed and uninstalled the game twice.
I guess I'm just trying to find out where I need to install the wings of the goddess portion at?

Having them registered to your account at the server level mean nothing if the files aren't installed properly on the local machine you are trying to play on. If this is a new machine (and hence a new install), you need to install all of the content from physical media...PlayOnline, FINAL FANTASY XI, FINAL FANTASY XI: Rise of the Zilart, FINAL FANTASY XI: Chains of Promathia, FINAL FANTASY XI: Treasures of Aht Urhgan, then FINAL FANTASY: Wings of the Goddess--unless you have a collection that install any number of these in one shot. JUST installing WotG to the local machine is NOT going to allow access to the content. After that, it will download the add-on scenarios data (ACP, MKD, ASA, Vision, Scars, Heroes) with the updates--those are the only registered products downloaded. The Expansion Packs have to come from physical media, and are dependent on one or more previous expansion packs to work (the add-ons depend on them as well).

I'm having the same problem. But I wasn't given the disk for wings of the goddess. I bought the digital DL directly from the website. When I deleted it before and reistalled it I had no problem, but I am now. Do I have to repay for a physical copy or is there a step I'm missing?
Also I did to the system check and I have looked at my profile on Squre-Enix Account Management, and I have them all registed. Any thoughts?

RAIST is right on the money as per usual here. If the logos aren't lit up it means that it is either not installed or not registered to the account or both. Surge1285, if you purchased it via our online store, and not just a registration code, you can contact Digital River at their website (http://corporate.digitalriver.com/store/digriv/Corp/sectionName.contact/subSectionName.contactUs/page.contactUs) or phone number to take a look into your order or just head over to FindMyOrder.com (https://www.findmyorder.com/), log in and see the status of it.
