Thanks for posting. Typically these symptoms are the result of a port being blocked on your network. What you are seeing is all of your other characters being able to connect via their various ports but one (or a range) may be blocked, causing that character to be inaccessible. PlayOnline may use any of the following ports. If you are using a router, please configure it to allow packets to pass through these ports.Port numbers that may be used by the PlayOnline server group. TCP 25, 80, 110, 443 and 50000 - 65535 UDP 50000 - 65535. You would also need to add port numbers that may be used by terminals such as the XBOX 360: TCP 1024 - 65535 UDP 50000 - 65535. For more information about how to configure your network settings, please refer to the instruction manual that came with your router or contact the manufacturer directly.
If all of this seems a bit foreign you may want to check out http://www.portforward.com for some simple walkthroughs.
If you're still unable to log in you may want to contact the Support Center for some tech support available here: https://support.na.square-enix.com/contact.php?id=20&la=1

You could always log on that character from a tech support client and see if it loads on your end. This seems highly suspicious that all the mules load just not the main. On the other hand that server zone could be linked to a specific band of ports and in fact be the issue.

The zone could also be hosted on an IP in a segment of addresses that is temporarily unavailable to certain regions (BT had issues with this in the last year because of problems with the BE/O2 segments crapping out).

Please, when reporting these issues, complete the bug report info as best as you can--specifically paying attention to your connection details (Cable/DSL/Dial up, ISP, and your region will go a long way towards tracking things down).
