So far I have only encountered this in Abyssea Attohwa, but upon trying to extend my visitant status when my time had reduced to 9 minutes, I traded one traverser stone to the Conflux Surveyor, I was only granted 9 minutes of visitant time as opposed to 30. Other players in the party either had the same problem or could not trade traverser stones at all.

It likely did this because you had already acquired 111 minutes of time. You can only use stones to set up to your first 120 minutes of Abyssea.

Half the player base? Exaggerate much? If that were the case, this issue would crop up continuously on the forums, but it does not (had to go back to June/July to find posts with the quotes/links I've edited in).
It has been this way from day 1, was in the original release notes. The releasae notes were more or less our initial play guide--they are linked to at the official Abyssea pages as the playguide at the bottom of the pages. It is also explained in detail in the xiclopedia wiki guide (as well as guides on various other sites).

Visitant Status
The "visitant" status is essential for those wishing to journey within Abyssea. You will be permitted to remain there only while this status is active. Upon arrival in Abyssea, speak with a "Conflux Surveyor" NPC posted nearby to be granted visitant status in exchange for traverser stones. One stone will allow you a 30-minute stay (Earth time), with 120 minutes being the maximum permitted duration. Methods exist that allow players to extend their visitant duration.

■The game makes a record of the total of how much Visitant time you have started an Abyssea run with, plus how much time you have received from time extension chests on your current visit. If this total is less than 120 minutes, you will be able to return to the Conflux Surveyor and extend your current Visitant status by exchanging more Traverser Stones.
■Warning: Any time granted by additional stones is added to the above total, which still may not exceed the initial starting value of 120 minutes. If adding a stone exceeds the 120 minute limit, any "overflow" time is lost. (Example: You start an Abyssea run with 80 minutes of Visitant time, get three 10-minute time extension chests which increases the total to 110 minutes, and decide to exchange another stone -- this stone will only grant you 10 minutes of Visitant time, regardless of how much time you had remaining.)
The NPC even recaps all of this in the dialogues when you go to extend time with stones. It will eventually tell you how much time you have already accrued and then ask to confirm you still want to use a stone to add more time--this is a heads up that you have already used up say, 111 minutes....meaning you can only request 9 more minutes with stones.
Generally, people will use stones/saved time to request as close to the 120 minute cap as possible when they first enter (since the time up to 120 minutes is saved on exit, you would essentially only be loosing time if you purposefully trash a stone to avoid the 5 minute limit (1 hour lockout) or leave while you have extended time past 120 with TE chests).
For example, enter with 48 minutes. Spend stones as appropriate to get you as close to 120 without going over. If you have full time extensions from abyssites, spend one stone for 48 more minutes to make it 96. If you have none of these abyssites, use two stones for 60 minutes to make it 108. This way, you know in advance that if you use a stone for any more time, you will be essentially trashing the full value of that stone. If you need more time and aren't getting TE chests and want to avoid trashing a stone, you exit and re-enter before you go under 5 minutes remaining time (to avoid the 1 hour lock-out) and you have a fresh 120 minute window to fill up with stones/saved time again.

Now if you share your feedback through the Email Support, or through the Email Survey sent after a GM Call, then those comments will be passed on to the right department.
