Black Belt Items

I have two characters on my account, both with different jobs that I have leveled up from level 1. I did a KS99 and got a Wyrm Beard, only to learn that I cannot send this item to my other character, which is the one I have Monk on.

Why is it that the KS99 Black Belt items are not transferrable between characters on the same account?

On the same note, why are seals and orbs not transferrable?

Upon reviewing the list of items that are not transferrable, there is no mention that these items are not transferrable, nor that the seals or orbs are not. How is a player supposed to know this prior to having an experience such as mine? I would like to understand the rationale because it doesn't make sense why it wouldn't be transferrable.

Note: Had this been knowledge that I was aware of and made public, I could have easily logged my other character into the zone and switched back and forth to cast lots, but because this information is not listed or common knowledge, I had zero way to know this would be the case.

I believe Square Enix said that "quest-related" items would not be sendable via the delivery system. Since the black belt items are required for a quest, that would be why you can't send them.

Evoker's Ring can be sent and is also quest related, as are many other items that can be sent. I did see that they revised it and added it to the list, but had to hunt for that post. I wish I'd known so I could have logged my character on to lot it.... I just am wondering what the rationale is behind it.
