Change pulse cell system please

I am on Jeuno T2, wanting an item that is from a higher tier. I have the 5 pulse cells but am unable to cash them in. I would like to bring up the idea of removing the limitation. after all, the whole system is aimed with giving those without luck an edge/chance to obtain the item. why the unnecessary condition that you have to be on the same tier or higher? With the lack of interest in lower lv VW, it is increasing rare to rank up in order to obtain the stratum abyssite needed to trade them in.After months of no T2 clear shouts and shouting for 3 hours just to disband because only 5 people had joined up to that point is discouraging. Even the rare T1 shouts either disband before they actually take off or they disband immediately afterwards and still no one wants a T2 clear.Had I known about the restriction before hand I probably wouldn't have collected the cells. Everyone one I spoke to and even community player sites didn't list the restriction. I know it's my problem since it was stated in the release notes but whats the point of the restriction? You don't need to be able to build a house in order to buy a house. Why do you need to be able to pop the item mob in order to use pulse cells to obtain the item?

problem:Can't use pulse cells already obtained due to stratum restriction
proposed solution: remove the restriction that denies the use of already collected cells. After all, the npc did say just bring back 5 pulse cell of the same type and he'd convert them.

The point is that if you want a T3 drop, you need T3 clear. I don't see how this is unreasonable. It'd make ex/rare way too easy to obtain and some ppl probably don't even need win, just need to pay and can get it.

Its not that it's completely unreasonable but at this stage in the game, its nearly impossible to get to T3 in order to use the pulse cells. What would be the down side to people being able to buy the cells and use them without T3 win?The only down side is a possible stimulation in certain VwNMs that do have pulse cells (yay more qilin, boo to ig-alima ^^;).You can go on the run already and hope to get the item, so why not allow you to use the cells if you have obtained them. I've been trying for T2 clear for about 6~7 months now with no success. So I'm unable to organize multiple pil runs in order to try to get the piece regularly. I have in essence paid my dues for the piece because I have attained the pulse cells needed to make it from the npc.The point I'm trying to make in a round about way is that The restriction is pointless because of the extreme rarity of lower tier VW. For example: I joined a party last night that was going to do a T1 clear and if lucky, a T2. After 4 hours, there was only 8 of us. The party disbanded and I had wasted 4 hours since I was in there from the start.

I don't mean to come across as rude or someone with animosity so if my post reflects that in any way that's not how it was intended ^^;

A pt of 8 can clear lower tier no problem, why'd you just go with 8?

You can go for the run without clear, but you still won't get the title. If pulse cell is useable by anyone without the title, you may as well ask all VW ex/rare to be sellable, isn't it easier?

You don't have to go in to these runs repeatedly if you're going to buy cells, but at the same token, you do need to go to at least ONE run. I don't see this as being a problem.

What he was saying was that, without the requirement to get the clears, anyone can just buy the items off without any effort whatsoever, not that this individual did it.
