So I was camping this guy for the Great Axe Magian Trial, killed all of the Raptors in the area for 6 hours and still did not get him to spawn. This has got to be a bug... I was the only one in Meriphataud Mountains, so someone else killing him was out of the question.
Why is he not spawning?

We appreciate your bringing this to our attention. Please understand, that some monsters have significantly lower spawn rates than others and some don't have a guarantee that they will spawn. In the end, some spawned mobs do take a bit of luck. We advise further investigating the various factors surrounding Daggerclaw Dracos.

I suggest that entirely random pops should just be removed, and that no NM that is required for a trial should ever have a longer pop time than 2 hours no matter what.

You mean, it is a normal occurrence for a monster to take longer than an 8 hour work day to spawn? SE, this is a little much. It has been since the day you made the game. ;-)

Maybe SE could implement a change, rather than an elimination? Lottery isn't a bad idea, just the current system is extremely broken; and it has been for 10 years now. Why hasn't SE listened to us? It should not take longer than a work day to possibly see one monster to progress through this game. Here is my proposal for Lottery Spawn Notorious Monsters:
0-60 minutes: 10% spawn chance
60-90 minutes: 25% spawn chance
90-120 minutes: 50% spawn chance
120-150 minutes: 75% spawn chance
150+ minutes: 90% spawn chance
I don't think this is an unreasonable change. I think the current system is probably around 5-15% chance between 1hour-9hours.
With the implementation of VNM's and what not, the old notorious monster system is due for an update. ALL of them.

That is also an acceptable solution. Some NMs should be drastically faster to spawn than others though, especially when their drops aren't even useful.

If you do something like that, you would have to keep quests (such as Trial of the Magians) in mind. If Placeholders continue to spawn at 5 minutes, you get 12 chances to spawn the monster at 10%. In theory, if you kill the PH right after death, you should see the NM respawn within the first hour anyways.
