i used to use Xpadder for ffxi to dualbox by making a alt+tab shortcut on the controller.
ive recently had to reinstall windows and ffxi, although this time instead of using my CDs i downloaded the game on steam. xpadder seems to be working fine on everything else but it wont alt+tab out of playonline viewer now or ffxi. is it simply because the steam version may have some kind of guard that stops the use of xpadder?

Steam version is same as retail version. Don't even need Steam loaded for it to run. My guess is the Steam community manager might be interfering. Could try loading the game with Steam closed or that disabled.

Also, last I checked, the means to 2boxing FFXI on same machine voids ToS.

You could probably pull it off with a virtual machine, if you were so inclined.

If you stuck to gamepad only perhaps and not typed to people. With the way FFXI handles keyboard polling specifically, the two instances would lag each other out.

It's something I posted a bug report on eons ago since it affects other open applications, but nothing ever got done about it.

Just use the game's configure to run FFXI in windowed mode. You wont need to alt+tab anything then.
