I'll put this as laconically as possible. Wyverns are now extremely durable and usually do not die now a days, this is fantasic SE, you've really helped us out. Now the only problem is the DRG tends to die too quick in level 99 content from really powerful legion AoEs like Meteor and whatnot. This is fine and all because most players succumb to the onslaught that is Legion or WoE or other hard battlefields. The problem is that if the Dragoon is KO'd in battle his wyvern goes along with it and if he dies in the first few minutes of a battle, he goes 19+ minutes wyvernless.
No DRG will spend merit points to reduce the recast of Call Wyvern for two reasons.
1) Meritting Jump and High Jump recasts are far more useful because they increase damage.
2) 100 second reduction to Call Wyvern isn't that noticable for a 20 minute recast. Especially for fights which last 30minutes(Legion), getting an 18min recast over a 20min recast isn't going to help much.
When any job is KO'd they're pretty much at maximum effectiveness once Weakness wears off, except DRG. If the DRG's Wyvern recast isn't up they're pretty much useless until it's back. No other job is still gimped after weakness wears except DRG. In other words, if an alliance wipes, everyone can recover to maximum HP/MP in pretty much the 5minutes that "Weakness" lasts, except DRG which is still 'Weakened' technically, until the Wyvern is allowed to be called again, since most of our JAs depend on it.
I propose a quest for the following item:
Wyvern Whistle
(Neck) All Races
Enchantment: "Call Wyvern"

Lv.65 DRG
This can be obtained once every conquest tally. This would allow us to Call Wyvern irrespective if the job ability is waiting on recast or not. This would allow us to occasionally call a wyvern once our current wyvern was killed(from full HP with steady wing on) because the dragoon was killed in a single blow by a 2465 damage meteor with Shell V up in the first 40 seconds of a battlefield fight(which means the DRG is a worthless player now for the next 19 minutes and 20 seconds). The recast is 5 minutes to prevent abuse and there are 10 charges. There aren't many times where we would need continuous recast of a wyvern every 5minutes like Call Beast or Summoning Magic but it would give us something akin to a "Deus Ex Automata" except with a 10-charge use per Vana'diel week.
