Taking into consideration things like recast timers and durations, the bonus given by this 2hr needs a considerable boost before it will prove useful, either by increasing the bonuses given or by enhancing the duration of the effect.
The bonuses given are rightly different depending on the spell cast, but for spells like Haste which are not compatible with Accession and therefore are likely to be cast only once or twice during the 2hrs duration, they're considerably weaker than anticipated.
Refresh, and Refresh II are both spells which should be doubled in potency during the duration of the effect, as is normal with Soul Voice for Bards as opposed to +2 Refresh I and +4 Refresh II.
This ability is sharing the recast with Chainspell, an incredibly powerful ability which grants us the power to cast limitless spells so long as our MP lasts. The bonus it gives needs to reflect that.
