I also bought the game through Steam and have been unable to get the beret from the Festive Moogle. Add my character to the investigation list, I suppose. The bug sounds pretty random, hopefully having a big list helps narrow down the problem.

Is it feasible to have berets mailed to us by the GMs? (After checking that we registered the code, of course). They're rare/ex and can't be moved between characters, so I don't really see the harm in it. I know an automated system is cheaper for you guys, but with so many new and returning players right now from the Steam summer sale I think it may be worth your time. I'm sure a lot more of us will stick around after the 30 day trial if we had berets. :D
I know a big part of my returning was due to tales of how fast leveling was now compared to at launch, but without the beret's refresh it's still pretty slow and dull for mage classes. :(
