Unable to get destrier beret

Using the PC version of the game, from the FFXI Ultimate Collection - Abyssea Edition on Steam.

Date & Time: July 6, 2012
Character Name: Akyh
Race: Mithra
World: Ragnarok
Main Job: Thief
Support Job: Warrior
Area and Coordinates: Port San d'Oria
NPC Name: Festive Moogle

Steps:
1. Started a new account and created a new character.
2. Logged out and registered the Destrier Beret code from Steam to my account for said character.
3. Logged back in and the Festive Moogle reports "Nothing for you".

Both my European friends got it no problems, i am still waiting for it after 4 days.
