Can't get my Destrier Beret

Add my name to the list. Same issues as everyone else. Frustrating.

On the PC version of the game, from the FFXI Ultimate Collection on Steam.

Character Name: Ashld
Race: Hume
World: Quetzalcoatl
Main Job: Warrior
Support Job: None
Area and Coordinates: J-12 Port Bastok (Residential Area)
NPC Name: Festive Moogle

Steps:
1. Started a new account and created a new character.
2. Logged out and registered the Destrier Beret code from Steam to my account for said character.
3. Logged back in and the Festive Moogle reports "Nothing for you".
