NPC names not showing up properly

Certain npc names show up as "NPC" instead of their actual name. It also shows up like that in the chat box when you talk to them as well. So far I have only seen this in Gusgen Mines and Zeruhn Mines but I haven't been playing for very long. Is there any way to fix this as it makes finding certain NPCs for missions or quests rather hard. I am using the steam downloaded version if that matters.

Looks like a reinstall fixed the problem. For some reason steam didn't fully download the whole game. Not really sure how I was even able to play considering it was missing like half the files. Oh well, problem solved.
