When quoting someone who quoted someone else, the message comes out confusing because only 1 persons text is copied over and 1 set of quote tags coppied by the button. If this was a measure against quote-pyramids it was poorly thought out as its made several messages confusing and I had to edit 1 recently to manuually ad the second set of quote tages.

See? "Test" didn't get quoted.
It's to prevent quote pyramids, and in 99% of cases, works fine as is. When it is important to have stacked quotes, just add them manually.
