Main Job: Blue Mage, Lv99
Support Job: Ninja or Black Mage
Area and Coordinates: East Ronfaure (G-6), Batallia Downs (J-10)
Party or Solo: Solo
NPC Name: None
Monster Name: Wild Rabbit, Goblin Pathfinder, Goblin Smithy, Goblin Furrier, Evil Weapon
Steps:

Barbed Crescent
1) Go to Batallia Downs as the monsters in Ronfaure are too weak to sustain damage done.
2) Cast Barbed Crescent on a monster that will survive the damage done.
3) Wait two minutes, the maximum time that Barbed Crescent's Accuracy Down lasts. Often, nearly 100% of the time, the effect will either last only 50% of the time (60 seconds, 1 minute) or will not land at all. Repeat multiple times as necessary.

Vapor Spray
1) Go to East Ronfaure. Make sure to have Final Sting set.
2) Cast Final Sting on a monster, kill it afterward.
3) Cast Vapor Spray on a Wild Rabbit. It should do 0 damage as you only have 1 HP. Wild Rabbits have about 33 HP, so it should be very easy to notice a Poison effect. Every time you cast Vapor Spray, however, you will notice that the Poison effect does not land.
4) Set your support job to Black Mage and repeat steps 1 and 2.
5) use Elemental Seal and cast Vapor Spray. While accuracy should be capped many, many times on starter zone monsters, Elemental Seal would ensure the Poison to stick almost no matter what. It will not happen.

Hecatomb Wave
1) Go to Batallia Downs.
2) Cast Hecatomb on one of the monsters in the area and wait for about 3 minutes, which is likely the maximum duration of Hecatomb Wave. If the Blind effect does not wear off, it did not land. This will happen almost 100% of the time.
4) Set your support job to Black Mage and repeat step 1.
5) Use Elemental Seal and cast Hecatomb Wave. While accuracy should be capped many, many times on these monsters, Elemental Seal would ensure the Blind to stick almost no matter what. You will notice that the Blind effect will land only with Elemental Seal, denoting a severe accuracy problem.

What we have here is a horrible accuracy problem on these and a couple of other Blue Magic spells. It seems to me like magic accuracy may have been set to account for base stats but does not take anything else into account, such as Blue Magic Skill. In the case of Vapor Spray, I would hazard a wager at the effect not being tied to the spell to begin with.
