What are they for? Just for canon presence? Or maybe some abandoned content?
I'd really like to know.

And with that I can't help but follow with the question:
What about a new rank missions storyline allowing you to allegiance to Jeuno? I know once you finish ZM Jeuno is pretty much leader-less and thus may have not much of a storyline, but I have faith in SE and I know they can come up with brilliant ideas as they have always been. If the Jeuno in present time lacks story, I'm sure opening Jeuno in the past could provide plenty (though then it wouldn't be rank missions anymore, but another WotG quests path I guess). There's so much left unknown in the previous expansions, I'm sure something nice could come up.

Aht Urghan's story was pretty much cut early too, I want to learn more about the Astral Candescence, Ragnarok, and explore the rest of the huge city Al Zhabi is supposed to be!

What do you think?

I figured they were put there through some combination of "it looks sensible" and "it leaves the door open for us if we decide to let players join Jeuno", a concept I'm sure crossed their minds at least once in the distant past.

Of course, any story elaboration that involves the original areas is a good idea as far as I'm concerned.

This as been discuses countless time over the years and I think the resion its not been done is because:

Jeuno is a neutral state.
Its not a starting city (Low lvl would find it hard to get out)
Jeuno dose not take part in conquest (Been a neutral state)

Right, Jeuno is not a nation you could possibly pick when starting out, nor possibly be involved with the Shadow Lord reborn story like the other 3 nations, but I still think after all a storyline around it could be made, without necessarily involving it in conquest.

I bet they keep everything open just in case they want to expand the storylines, like how RoZ and CoP got linked together.

They are just there in case they want an advance city storyline, be neat to actally join it and put it to use
